Artboards adding white line to top of image when scaled smaller through "Export As"

I'm exporting a series of headshots. One of the artboards is 1000px by 1250 px. When I scale down to 240x300 it adds a white line to the top of the image. However, this does not appear when scaling to 50% (500x625)
