Answered
The only way I can think of is to render out that section at a different frame rate, and add it back to the timeline. The tracks would be permanently combined, so you would need to go back to the multi-group time line, make the edit, and render out again. It's clunky, but this is Photoshop and not Premiere Pro or After Effects.
