Blue outline when trying to move an object - Turn this off?

Used Photoshop since 1996 - never had ‘items on my screen have a blue outline/edge’.
REALLY annoying when trying to line something up - visually.
Someone suggested View>Show>Layer Edges in another question - but that doesn’t turn the blue lines off.
How do you turn this really annoying ‘feature’ off?

Also: When I budge something - I get a ‘tutorial offer to explain nudging’ window on the left - can these go away forever as well?

    For the tutorial issue, go to Preferences > Notifications, and check Enable quiet mode.

    With the Move tool active, try unchecking the two options that are unchecked in the screenshot below.

    NOTE: The Blue line also appears if you mouse over the layer in the layer menu
