Blue tint on photo how to?

Hi there, Does anyone know how to achieve this blue tint effect on the poster/photo?

A simple way would be to add a gradient map adjustment layer and adjust the gradient as required to get the effect that you want. The gradient map, maps the dark to light tones in the image onto the coloured gradient that you specify.
