Brush Tool Flow isnt working properly

So ive been having this issue for the past 3 months with the Brush Tool ( Flow ) that isnt working properly.

This is how it should work like everybody knows.. the scattering isnt there. I have a video example to show whats going on with my brush tool, instead of doing what it supposed to do, it lowers the opacity.. which is kinda weird..

dude its not about that , look at the video again and look at the flow

You seem to be missing the Cloud-Hard Mix-Layer from the demo-video so I am not quite sure what it is supposed to demonstrate.

like i mentioned, the scattering isnt working how its supposed to work .. instead it lowers the opacity of the brush .. ( FLOW ) lowers the opacity of the brush instead

What scattering would you be talking about?

In the demo video no scattering is applied to the Brush but the randomising effect is naturally the consequence of the Hard Mix-Layer.

If you want to scatter the Brush you should, as @Trevor.Dennis mentioned, please post screenshots of the pertinent sections of the Brush Settings Panel.
