BUG: Canvas Size and Image Size give unexpected results in documents with an Artboard.

REPRO:

Create a new document: 1600x900 RGB with a single artboard.

Change the Image Size to 2400x1350 (a proportional size)

Change the Canvas Size to 2400x1600.

Use Command+Shift+Option+S to open the "Save for Web" dialog.

RESULT:

Photoshop now thinks the Image Size is 2400x1706. The "Save for Web" dialog is not aware of the artboard, so you can't export the proper image this way.

It shouldn't be possible to mess things up like this. When a document has only one artboard, changing the Image Size and Canvas Size should change the Artboard size just as if there is no Artboard.

When a document has more than one Artboard, the menu items that don't logically apply should be greyed out. It doesn't make sense to allow changing the Canvas Size if it will mess things up.

I do not use arborboards, but it seems that this feature of canvas was so originally conceived.

When you supposedly change the size of the canvas, it actually becomes a different size. The position of the artboard relative to the canvas depends on which part of the screen your image is in.

Actually, the link you shared has a "correct answer" which is both an explanation and a confirmation of the bug. The Save for Web feature should not be using the Canvas boundary. Looks like this issue has been around since at least 2016 and not fixed. Something that works "as designed" is simply incomplete. That makes it a bug.

Hmm... I tried your steps, but Photoshop was able to save for web at 2400 x 1600. I'm on Windows 10 using Photoshop 21.0.2. If you're on a different OS, you might want to report the bug here:  https://www.adobe.com/products/wishform.html. If you're also on Windows 10 but on a previous release, you could try updating.

Thank you for trying the steps and reporting your experience. Perhaps it fine on Windows, but not on Mac?

I am also using Photoshop version 21.0.2, but I'm on a Mac running 10.13.6.

I think it's very possible it could be an issue on the Mac side. I know the Photoshop team appreciates bug reports. If you select Photoshop from the dropdown menu at the link above, it'll take you to where you can send info directly to them. Here in the Community forums, you'll get support staff and volunteers to help with questions. On the other site, you can report a problem directly https://feedback.photoshop.com/photoshop_family?topic-list[settings][type]=problem. It'll help if in addition to your steps, you provide the Photoshop version number and OS that you mentioned above.
