Could you please post screenshots taken at View > 100% with all the pertinent Panels (Toolbar, Layers, Options Bar, …) visible?

What are the Tool’s settings?

I would recommend not using the Burn Tool on the actual Layer for something like this but to use a non-destructive approach instead.

Changing a Layer’s pixels’ actual values without a way of undoing or modulating the change is generally a problematic approach, so using a non-destructive technique seems preferable to me. (Touch-up like clone stamping being a separate issue but even there a second Layer should be employed in my opinion.)

Adjustment Layers for example or do search for »non-destructive dodge and burn«.

It seems that the content you want to edit is on Layer 3. Please select Layer 3 and try again. If it still does not work, please share a screenshot of the whole window, showing the Layers panel expanded and visible and the Burn tool active.
