Camera Raw filter crash (code -1). Tried all fixes, still crashing

Hello Adobe Support Team,
I am experiencing a persistent issue with Camera Raw filter in Photoshop.
Problem description:
When I try to use Filter → Camera Raw, I get this error:
“The command 'Camera Raw Filter' could not be completed: a program error occurred.”
⚠️ What I already tried (none helped):
✅ Reset Photoshop preferences
✅ Clean reinstall of Photoshop
✅ Reinstall and update Camera Raw
✅ Update GPU drivers
✅ Run as Administrator
✅ Launch without third-party plugins
✅ Check scratch disks and free up space
✅ Install previous and newer versions of Photoshop
✅ Used Adobe Creative Cloud Cleaner Tool for full cleanup
ℹ️ Additional context:
Camera Raw always worked fine on my PC, even though I use Photoshop version 25.12.3 (not the latest).
I updated Camera Raw to 17.4.1, and since then this crash occurs every time.
I don’t understand why it suddenly stopped working when it was perfectly fine before.
💻 My system details:
Windows version: Windows 10 22H2
CPU: Intel Xeon X5670 @ 2.93GHz
RAM: 12 GB (6.5 GB used out of 12 GB at idle)
GPU: NVIDIA GeForce GTX 1050 Ti, driver version [576.80]
Please advise:
✅ Is there any known issue with Camera Raw 17.4.1 on Photoshop 25.12.3?
✅ Should I downgrade Camera Raw to an earlier version to restore stability?
✅ Are there any hotfixes for this?
