Camera Raw filter window broken

I;vew tried everyhting, reset camera raw preference,s I even deleted and uninstall all photoshop version I had, re installed and still getting the same rboken camera raw filter window.

please help!
this is how appears, nothing to show, it doesn't matter what I do it is still like this after several photoshop updates. ESC is the only option to kill the process and go back to photoshop.
