Camera RAW HDR does not look the same when opening in Photoshop

Supposedly there is or was a check box in Photoshop preferences in Technology Previews to enable Precise Color Management for HDR Display, but this option isn't even available to me. I have dual monitors, both with HDR enabled. My images look fantastic in ACR, but they always look horrible when importing to Photoshop. I have tried to uninstall Photoshop and reinstall it, but the option to enable HDR isn't available. Does anyone have a workaround for this?

@default7ae8hqdz96ca go to this location and find the Photoshop.exe

C:\Program Files\Adobe\Adobe Photoshop 2025

Right click and select properties and enable this option to see if it helps

Thank you, but this did not help. HDR photos look great in Camera Raw, but they look completely different when opened into Photoshop.
