Camera Raw window cannot be moved

Question

My Camera Raw window opens at the upper left of my screen and cannot be moved. I can resize the window and move the image within the window, but the window itself won't move. Only a small slice of the CR window is off the monitor, so I can work with it, but it is very annoying. I have tried reinstalling PS to no avail. I'm running PS release 25.9.0 in Windows 11 on a PC and an HP32 monitor.

Ideas?

Try resetting the tools and/or preferences.
To restore preferences quickly using a keyboard shortcut:

Press and hold Alt+Control+Shift (Windows) or Option+Command+Shift (Mac OS) as you start Photoshop. You are prompted to delete the current settings. The new preferences files are created the next time you start Photoshop.
Note: Using the keyboard shortcut, preference files for custom shortcuts, workspaces, and color settings will also be reset to default.
