Can Anyone Create 2 Plugins Or Actions For Me?

Im a old man with poor eye sight trying to create 2 types of effects for my photos. Doing things manually is getting to be nearly impossible so I'm hopeing I can find someone who can create a couple of actions for me.

I would gladly pay for them if the price was reasonable. I need one action or plugin to create the PIXAR style cartoon of my photos. 

I also want to place different faces on mount Rushmore that look completely real and convining.

I'm attaching 2 images to show what I'm after.
The 3rd image is me in the hospital for the 3rd time after a heart attack...I included that to show I am not being lazy in wanting to create the plugins or actions..I just can't.

I'm not doing anything for profit...all my photoshoping is stricktly for my own enjoyment.
