Can I change Save/Save As screen to Windows Explorer bar at the top?

Not sure I understand what you’re asking.

First of all, Open and Save dialogs in Photoshop are Windows dialogs, just called by Photoshop. Those dialogs are not generated by Photoshop.

Secondly - there already is a path bar at the top, where you can go all the way back through the folder tree, to the root of the disk. If you want a different path, you have the full directory structure available in the left “Organize” panel, where you can also pin a shortcut to any folder you use frequently.

Perhaps you have accidentally hidden this left side panel? Then you need to enable it again in Windows Explorer.
