Can I Fill on Another Layer

Adobe Fresco (as well as Procreate) has a way to fill in a space on one layer, while referencing the pixels on another layer.

If I were to draw a circle on one layer and use it as a primary reference. Then I can create several new layers and add color using the boundaries from the reference layer.

Can Photoshop do something like that?

With the new layers above the reference layer, select all of them (but not the reference), and Edit > Create Clipping Mask.

Thank you for your reply, but this will help me to only fill in the lines that have already been drawn.

What I want to do is take a drawing, and fill the space inside the drawing. But I want the fill to go on another layer, using the drawing as a reference for the fill boundaries.

I am trying to do the same thing as a Reference Layer in Adobe Fresco. Can Photoshop do this, too?

If I understand correctly, there isn't a specific feature in Photoshop for this. However, you can Ctrl + click on the layer with the shape, provided it's a transparent layer with the shape only, to load the selection. Then, select the next layer and fill it with color. This method will fill only the selected area and keep selection alive.
