Can not copy from Photoshop and paste into Illustrator

This is something i do every single day many times a day and not it does not work. I have tried all kinds of file types, layer types, etc and NOTHING consistently works. 

Here and there I can use the lasso tool to select an area in photoshop, copy and paste that selection into illustrator. But if on the same image i use command + A and copy it will not paste. 

If i make a new file it will SOMETIMES let me copy paste if i draw something with a brush. This is absolustely maddeding and makes no sense. 

 

Both Photoshop and Illustrator are up to date. I have annoyingly reset preferences for both programs. 

I have tried turning modern user interface on and off in photoshop. Nothing has helped.

Yes both Illustrator and Photoshop has been recently updated. Export Clipboard is indeed active in photoshop settings. Full disk access is enabled for both applictions. The problem still persists.

@gifted_reality4872 did you recently update anything (PS, AI, or OS)?

You can always check your Mac System Settings>Privacy & Security>Full disk Access on both apps then in PS Settings/General make sure "Export Clipboard" is active.
