Can't create a develop preset in new version of Lightroom

After clicking the + symbol to add a new user develop preset, I get a dialog box that looks like a 'copy settings' box. Next I choose "none' to turn everything off. Then I click "create," expecting to do a series of develop commands like I did in earlier versions. But nothing happens. The dialog box closes and there is no new preset in the list.

 

Previously, after initiating a new preset, I would manually do all of the develop adjustments I wanted and THEN click "create."

 

I'm using LR classic 13.0.1

 

I tried multiple searches on the healp site, getting nothing relevant.

You have to set the Develop settings you want in the preset before you click the + sign, not after.

Then you can check the settings you want to include (or uncheck the ones you don't want if Check all is active).

I believe this is the way it has always worked.
