Can't crop the way i want to

The web says to set the Crop too to RATIO so that i can crop the sides independently. That does not work, neither does pushing shift. I have looked for a quick explanation but all i found was to use RATIO

Free resizing should work if Ratio is selected and both of its number fields are empty. If they are not empty, click the Clear button. If there are numbers in the Ratio fields, they will lock the aspect ratio.

In Photoshop, you can crop an image cropping the sides independently, by just dragging one side handle when you have it set to Ratio in the Options Bar.
