Can't Cut

Hey, I have this issue on my Mac that I can't use the cut option in most cases or (Command X) so all pictures, logos and text I don't cut the option to cut. for example, if I make something with a rectangle tool, I can use the cut option. Is this normal? I have tried to look up something on YouTube and Google and no one seems to have this issue

I just updated  to Photoshop 25.9.0
