If the solution provided by @jane-e doesn’t apply, try resetting the preferences:

To restore preferences quickly using a keyboard shortcut:

Press and hold Alt+Control+Shift (Windows) or Option+Command+Shift (Mac OS) as you start Photoshop. You are prompted to delete the current settings. The new preferences files are created the next time you start Photoshop.

Note: Using the keyboard shortcut, preference files for custom shortcuts, workspaces, and color settings will also be reset to default.

The way I retrieve when it plays hide-and-seek in the beta version is turn it off and on.  You can give it shortcut which is something I find useful.  It definitely likes to hide itself, and tapping F3 (in my case) makes it flash off and on if it is just in a corner somewhere.  IIRC clicking on Generate can turn it invisible, but I am nearly always using the beta version, which might be different.  When that happens I might have to toggle it off and on several times to make it stick.

@deeceefaux

Have you ever had a second monitor? One reason we see this happen is when a panel is in a monitor that has been turned off.
