Can't get to open organizer

Installed (several times actually) and editor will open but organizer crashes.

I get the error "online services could not be initilized. Please reinstall. Press ok to continue without Online services."

After I click ok it gices me "We have detected an abnormal exit Please try again or open/create a different catalog" It doesn't seem to matter what I do next, it sends a crash report.

I want to be able to work with pictures already on my computer. I had the old Elements 8 version it it would have been nice to import my old tags but I'd just be happy if I could start over and recreate them now.
