Can't import photo and change saturation without placing on new layer first

I have photoshop 2023. I used to be able to just import a photo and immediately go to Image-Adjustment-Hue/Saturation and change the saturation in the photo. Now, I have to create another layer, insert the photo on that layer before I am able to adjust the saturation or hue. What am I doing wrong or what has changed that is making this more difficult??? Thanks
