Can't open photoshop 26.3, 26.2 no longer works

I'm trying to open photoshop 26.3, which is listed as working on my device, but everytime I open it, I get an error that reads: "Catch in IPhotoshopApplication, exception encountered: require failed" 

 

I have tried deleting the preference folder, uninstalling the app and reinstalling it, and a litany of other common solutions found online. The one that seemed promising was settling for using version 26.2, however after reinstalling the older version, when I went to open a new file, the blank canvas would not load and showed only the home screen where you select projects. I closed the app and reopened, but it did the same thing a second time. 

 

Has anyone else had this issue with the latest update? 

 

The device I'm using is an Intel Xeon Silver 4114 CPU @ 2.20GHz and 2.19 GHz (two processors) with 63.7GB usable ram and windows 10 Pro for workstations version 22h2 OS Build 19045.5371

I have had similar problems trying to get it to open on a M1 MacBook Pro where it had workied well only  a few days before both as plug-in to Lightroom or as standalone.  Help desk was totally unhelpful and didn't resolve the issue..

    Hey, @Madi310644214f8u. Welcome to the Photoshop Community. This error is unique & it'll help more if you share more details. Please share the system info from Photoshop 25.2 Help > System info > Copy and paste into a text document > Upload and attach here. 

     

     

    Also, please test and confirm if the issue exists with Photoshop (Beta). You can get Photoshop (beta) from the Creative Cloud > Apps tab > Beta Apps section.

    I am getting the exact same error since the update.
    Catch in IPhotoshopApplication, exception encountered: require failed
    I can open LRC. But, I cannot open any version of Photoshop, 26.3, 25.12.1, or Beta downloaded just now. 
    I can't get the SystemInfo from Photoshop since I can't open it. I am including the SysInfo data from LRC.
