Can't Open Photoshop Elements 10

Question

When I try and open Photoshop Elements 10 running MacOS Monteray it gives me the following error:

The developer of this app needs to update it to work with this version of macOS. Contact the developer for more information.

The application will not open. Is there an update I can get to allow it to open?

Starting with macOS Catalina 10.15 Apple depreciated the running of 32 bit applications, so since pse 10 is 32 bit it won't run on macOS Monterey 12.

The good news is the most recent pse 2024 will run fine on macOS Monterey 12.
