Can't select multiple layers

Shift and Control and selecting multiple layers in the layers panel is not working. (Windows 11 / PS ver.27.5)  I’ve reset all tools, restarted PS, reset Preferences… but still have the problem. Anyone found any solutions to this?

    I solved my own problem. Run Photoshop as Administrator.. I shouldn’t have to do this all the time, though….. Hope Adobe corrects this soon.
