Can't uninstall Photoshop 7

I am trying to uninstall Photoshop 7.  I get the message UninstallShield has detected that c:\program files (x86)\Adobe\Photoshop7.0\Photoshop.exe is in use. Please close the application using this file and launch UninstallShield again.

 

But I am not using it. It is broken and not working.

Interestingly the reason I wanted to uninstall photoshop was that it wasn't working and I thought I would uninstall it and reinstall it. So I did try restarting my computer and voila - it now works so I don't have to uninstall it.
