Can you change the fill default to Generative Fill rather than Transparent Fill?

I'm trying to edit photos and need to make adjustments to the size and shape of the image, but every images default is transparent fill. Is there a way to change the transparent default to the generative fill?

From my testing, it is sticky per session; upon restart, it defaults back to transparent. If your settings are changing per image or file during the same session, then try resetting the tool or even resetting preferences.
