Cannot Constrain Marquee Selection Tool

I can no longer select a simple circle in Photoshop CC. I've tried holding shift, not holding shift, changing legacy settings in both Performance and General Preferences, and even tried the PSUserConfig trick--nothing works. Yes, I restarted PS after each change and tried different combinations of these. Is this a bug?

I just tried resetting the tool in its drop down menu and it seems to be
working now. Thanks for the response, though.

There is a PSUserConfig.txt setting for a version of Photoshop to have Photoshop use the legacy Transform method not the changed method. In later version of Photoshop that was moved into Photoshop General  preferences which I use. The Marquee tool is not a transform tool it a selection tool and Shift should constrain the selection to a 1:1 aspect ratio either a circle or square selection the special cases of rectangle and ellipse.

 

Shift was known as Photoshop modifier key for constrain for more than 20 years.  One get user to that I know I did.

 

If resetting tools did not fix your problem try resetting] you preferences.

No problem here. Did something happen or did it just stop working? Did you upgrade? OS update? More details please.
