Cannot create a contact sheet in PS 25.9.0

I have done everything I know to do and cannot get PS to create a contact sheet from 29 jpgs. I select the FOLDER method and the error says NO IMAGES FOUND. I select FILES method and select all the image and it acts like it's creating the contact sheet psd files but i get nothing but a white page.

Seems to me, while CC is eagerly adding more features that they're breaking some basic, fundamental functions at the same time. 

I'm exasperated at the 2 hours of wasted time. I could have created one manually in InDesign faster, and will likely do that now.
