Cannot export photoshop ipad

It may be the iPad not letting you. Not Photoshop, because the menu were to save the image is the iPadOS one. You may need to talk to the Apple Community. Still it may Photoshop. Also why does it say "conflicts (2)" it may be that.

1. It may be the iPad
2. It may be Photoshop doing some weird things
3. That "conflicts (2)"

What format are you choosing?

You may know this, but because you didn't say:

• Closing the image by clicking the Home button in the upper left will auto-save the document.
  Try closing and reopening to see if you can export.
• When you export and click Save Image (as in your screenshot), the image will save in the Photos App.
  Save to Files would put it in the Files App on your iPad.
