Cannot get HUD Color Picker to show up?

I cannot get the HUD Color Picker to show up on either my Mac Pro 2019 w/Catalina or my 2015 MacBook Pro w/Big Sur (latest version of Photoshop CC)? If I choose a new layer, select the Brush Tool, then press Control+Option+Command +Click and hold mouse button - nothing happens? I have tried selecting all the HUD options in Preferences>General. What am I doing wrong?
