Cannot open EMF file in Photoshop, "Photoshop was unable to parse the postscript".

I took some PNG images with transparent backgrounds, opened them in Adobe illustrator CS6 and saved as EMF.
I tried to open in Photoshop CS6, and it said Photoshop was unable to open because it is not the right kind of file.
But as far as I'm aware PS supports EMF?

I tried opening this EMF with the most recent Photoshop CC, updated and all, reset preferences, and it tells me cannot open because "Photoshop was unable to parse the postscript."

I tried installing the Illustrator CC, saving my file there, making a brand new file to save as EMF, etc. and I get the same message about Postscript when trying to open in Photoshop. Please help, thanks! I'm on Windows 10.

This adobe article certainly does imply that photoshop opens and saves EMF files, however, as far as i know, photoshop has never supported the opening/saving of EMF files.

I did Export a EMF file from both Illustrator CS2 and Illustrator 2022, neither of which would open in photoshop 2022 or photoshop cs6.

Ah yes that's the article! When googling what an EMF is I just get links saying things like "you can open EMF with an art program like Photoshop."
Okay so if it's not supposed to work at all in Photoshop that's fine, as long as I know it's not some kind of file error I'm creating. Thanks so much.
