Canvas distortion when toolbar is showing.

Every action I make in Photoshop (painting, using the marquee tool, ctrl + z, zooming in and out) makes my canvas distort by 1 pixel for a brief moment. This issue gets resolved when my toolbar is not showing, if I press tab to hide the toolbar or press F two times to go into fullscreen mode the issue gets fixed. Does anyone have any idea how to fix it? This problem started happening when I got my new PC, all my drivers are updated as is Photoshop... Then only reason I can think of as the root of the problem is that I am still using my old 1920x1080 60Hz monitor while having an NVIDIA GeForce RTX 4070 Ti SUPER graphics card.

unfortunately no, but I think is something to do with the monitor. I tried recording what the issue actually is to post here for reference, but in the recording everything seems normal.

@anastasis_5270 are you able to test on a newer monitor? or have someone test your script on another machine?
