Canvas Size - Every time I try to change my canvas size I'm getting an error

I’m working on a 24x36 layered file in photoshop. I need to change my canvas size but every time I hit the canvas size in the menu I get this error:

I’ve tried to make sure my photoshop is up to date. I’ve tried turning on and off each layer. I’ve opened brand new files and I am getting the same error. I’ve tried to unlock the background or even delete it and just leave an empty layer and I still can’t change the canvas size. I’m not using artboards. 

Photoshop gives me a learn how to fix button that takes me to errors when saving a document, which is not a problem for me. 

Any fixes are helpful as I’ve only got a few days to get this file out.
