Funny I just got done doing the same to our original house plans over the holiday.
Your best friend is going to be the Remove Tool.
Use it on a new layer (set the tool to Sample All Layers) and zoom in.
Any text that gets wiped out can be erased being on the new layer.
Then using a large soft brush take a sample of the blue color and on another layer paint over the discolored areas setting the layer blend mode to "color".
