Most of the times I have to click [by mouse] two times on tool to activate the tool. How about you?. I wish to know whether it is a nature of Ps or issue with my system.

Again Ps gives same trouble eventhough I turned OFF spring loaded tool. How to fix it?

    Hi @MahaB82A what happens if you use a keyboard shorcut to switch tools? Same delay?

      For example we will say zoom key is highlighted. I press "H" key once to activate it. You can notice hand tool is highlighted, & immediately highlight returns to zoom tool. I did this again & again. After press the "H" key two times only it stayed there.

      Try to adjust the timing for "spring-loaded shortcuts" in preferences, or turn it off altogether:

       

      Spring loaded means that if you press and hold the key, it will return to the previous tool when you release. Tapping quickly should activate the tool normally.
