Cloud Documents dialog shows blank screen in Photoshop on macOS Monterey

I’m unable to open or save Photoshop cloud documents, the dialog box always appears blank.
Steps to reproduce
When opening a cloud document:
- Open Photoshop
- Go to File › Open (local file dialog appears)
- Click "Open Cloud Documents", the dialog window opens but remains completely blank
When saving to a cloud document:
- Open any local PSD file
- Go to File › Save As (local file dialog appears)
- Click "Save to Cloud Documents", the dialog window opens but remains blank
Troubleshooting tried
- Reset Photoshop preferences
- Signed out/in of Creative Cloud
- Used Adobe Creative Cloud Cleaner Tool
- Reinstalled Photoshop
- Uninstalled and reinstalled Creative Cloud Desktop App, then reinstalled Photoshop again
- Verified permissions for /Library/Application Support/Adobe/
Despite all that, the cloud dialog still won’t load.
System details
- Photoshop: 26.11.0
- Creative Cloud: 6.8.0.821
- macOS: Monterey 12.7.6 (MacBook Pro Retina, Mid 2015)
Notes
- The /Library/Application Support/Adobe/UXP/Runtime/ folder is missing after installation, only an extensions/ folder is present.
- Creative Cloud desktop works normally (I can see and access my files there).
- Local file open/save dialogs in Photoshop work fine, only the Cloud Document window is blank.
