Clouds Plugin still broken for Actions in Photoshop 27.0

The Clouds plugin functions normally when invoked from the menu. But when invoked from within an Action, it fails with an error message about not being able to apply the filter because the area is empty.

Many of my favorite actions rely on the Clouds filter and it no longer works correctly within an Action.

This has been the case for the last several major releases of Photoshop.

However, if I go all the way back to Photoshop 2023 and copy the Clouds plugin from the application bundle into the newest version, the Clouds filter works within Actions again.

Something got changed between Ps 2023 and 2024 and it broke that functionality. Please advise.
