color picker showing the red i want but fills in black

trying to fill in a specific red color(R-198,G-0,B-0), it shows on the color picker as the red i want when using the dropper tool or when i type in the RGB directly. But when i go to fill in it will turn black. Have checked to make sure the layers are in RGB and the view proof is in CMYK but no luck.

Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Options Bar, …) visible?

@conor_5957 could it be that your 'fill' dialog is working with the background colour and you've set the red you want as the foreground colour, or vice - versa?

Difficult to say with just that information.  I think a screen shot of your entire workspace and full resolution with layers panel showing might help.
