constant issue with photoshop opening in task manager but not any usable window

Question

basicaly when i open photoshop it opens in task manager but its not open in my main window / monitor, it did this a while ago as well, i uninstalled it and reinstalled it that didnt fix it so i left it for a few days and it worked again but now not at all.the app runs when i run windows in safe mode or analasis mode so i know its not an app issue, its to do with it not playing nice with a windows service, because its still running fine if i enable my app (not microsoft) services but only if i keep bare minimun windows serveces on and most off so im just confused.

i have fixed it luckly but i have found the cause

for somereason windows insider service , and windows image aqusition was the issue i havent tested if its just 1 or the other because i dont want to change anything and break it but with thoes 2 disabled i am able to run it fine
