Not strictly photoshop, but i imagine similar is possible in PS... I saw in adobe express web app not long ago a tool for ''convert photo to clay art''. Anyone familiar with this? I cannot find it now.

But please remember: Photoshop’s Generative Fill only creates images up to 1024px x 1024px and upsamples them, if necessary.

So please make sure to check the images at View > 100% (or larger) to make sure the quality of the result meets your needs/expectations resolution/quality-wise.
