Copy from marquee in Photoshop then paste to new document in Photoshop is blank

Hello,

Windows 10 Pro, Photoshop CC 20.0.5

steps:

  1. scan a colour image into photoshop using WIA
  2. adjust curves for contrast
  3. save image to psd document
  4. select part of document with marquee
  5. copy Ctrl+C
  6. create new document Ctrl+N
  7. New document dialog allows choice of clipboard contents
  8. Choose suggested clipboard item
  9. Looks like a blank document results

Nothing I do seems to change this. This is a copy from Photoshop CC to Photoshop CC. It seems truly remarkable this doesn't work.
I'm a new user and installed Photoshop CC and hour a go, and this is the only thing I've tried. so my settings are default.
OS is totally up-to-date, and so is Photoshop.

When you copy, what layer do you have selected? If you're not on a layer with the image nothing will copy.

You must select proper layer in the Layers panel with actual content in order to copy pixels to clipboard. Curves or adjustments layer do not have actual content, they are just calculation applied to layer/layers below.

If you have layer mask for adjustments layer selected Photoshop will allow you to use Copy command but it won't do the job you expect. Either select layer with pixels, stamp layers / create new layer by merging layers or use Copy Merged command to copy content to your clipboard.
