There is one thing I forgot to mention.
Photoshop version 27.12.0 20260916.m.3679 is a Beta Version.
If you prefer to use the final release (regular version) rather than the beta, it would be best to wait.

@sergiop10739595, to test this, I just opened six EPS files without problems (Windows 11 Pro; Photoshop 27.10.0 Release). As expected, I first see the Rasterize EPS Format dialogue box. I have attached one of the .eps files for you to try.

It is the window that appears when opening files from Illustrator.

I opened it, and there were no issues.
The problem recurs when I open the image I am attaching.

If the EPS was saved in Illustrator, then it opens correctly for you. But if the EPS was saved in Photoshop, then it has already been rasterized. I believe this is the expected behavior? You indicated “open any EPS file," so I think it’s important to note the distinction. Still, this is not happening in previous versions of Photoshop?

My team has also experienced this issue and have reverted back to version 27.09.1 which means we are sacrificing new features until this is resolved or explained.

This was also happening when we previously tested in the Beta v27.11. I tried to run the test again to provide you with a sample file but am now getting a error on launching the Beta. I uninstalled and reinstalled, but the same issue with launching the Beta App occurred.

OOps. I just realized i made a typo. We had to revert back to 27.9.1
And I wonder if the Beta version is just not backwards compatible and is looking for settings from the 27.10 public version?

If it happens with a specific file, could you please share a sample file with us for testing? You can upload the file to a cloud storage service such as Dropbox or Google Drive and share the link with us.
