Couple of things. I've tried the workaround for this error earlier tonight, it's happening again. Catch in iphotoshop application. Error deserialising. then goes on to where it's stored c\users\appdata\local\adobe\pinf\device_to_ep.json.

This happens when I'm trying to open Photoshop. I did the suggested reset of preferences, restarted and it worked briefly. But I closed it down because I couldn't get the remove tool yo work without an error. Also, neural filters options had disappeared. I am finding Photoshop so frustrating. Every time it updates, something doesn't work. This issue isn't due to an update since last time. 

Any help would be appreciated
