Creative Cloud apps installed in Czech but running in English (Photoshop, InDesign, Illustrator, Premiere Pro)

I have a Creative Cloud subscription on macOS and I'm trying to switch my apps' interface language from English to Czech. This affects multiple apps: Photoshop, InDesign, Illustrator, and Premiere Pro. All of them keep running in English no matter what I try.

What I have already tried, without success:

1. Changed "Default install language" to Czech in Creative Cloud desktop app > Preferences > Language.
2. Fully uninstalled and reinstalled the affected apps (InDesign, Photoshop, Illustrator, Premiere Pro) after changing the language setting.
3. Downloaded and ran the Adobe Creative Cloud Cleaner Tool for macOS to remove leftover files, restarted my computer, then reinstalled the apps.
4. Changed my macOS system language (System Settings > General > Language & Region) to Czech, with Czech listed as the top Preferred Language, and Region set to Czechia. Restarted the computer.
5. Verified that the Czech language resources ARE physically present in the app bundles — for example, in InDesign's Contents/Resources folder there is a cs.lproj folder, and in Contents/Resources/ZStringResources there is a cs_CZ folder alongside en_US and other locales.
6. Tried forcing the language via Terminal using "open -a [App Name] --args -lang cs" — no effect.
7. Tried forcing the language via "defaults write [bundle ID] AppleLanguages -array cs" and "-array cs_CZ" for the InDesign bundle identifier (com.adobe.InDesign) — no effect.

One notable detail: the Creative Cloud desktop app itself DOES successfully display in Czech — I changed its display language separately and that works fine. This suggests the issue is not with my system, my Adobe account, or my region settings in general, but specifically with how the individual Creative Cloud apps (Photoshop, InDesign, Illustrator, Premiere Pro) select or activate their installed language at launch, even though the Czech language files are clearly present on disk.

Could you please help me identify why these apps aren't picking up the Czech language, and how to fix this? I'd like all four apps (Photoshop, InDesign, Illustrator, Premiere Pro) to run in Czech.
