Creative Cloud Desktop keeps popping up, asking for Photoshop preferences

Adobe Creative Cloud Desktop keeps popping up, asking for Photoshop preferences 2-4 times a day:
"Before we uninstall this app, please tell us if you'd like to keep or remove notifications, alerts, interface settings, and other preferences. removing preferences may prevent them from being migrated to newer versions of the app." --> Options: "Cancel/Remove/Kepp"
I have tried all three options, and multiple reboots, the result seems the same: Creative Cloud Desktop keeps popping up!!
Context:
Windows 10 Version 10.0.19041 Build 19041
Adobe Auto-Update installed Photoshop 2021 near Photoshop 2020, but Photoshop 2020 was still used as default application...!?
So I have uninstalled Photoshop 2020 manually via MS-Add/Remove Programs --> "Creative Cloud Desktop".
This was the beginning of this "endless loop" problem...
So, next day, I also have uninstalled Photoshop 2021; Apparently no more Photoshop installed, but the problem persists, even after rebooting, ...!!??
Lightroom Classic is still installed (And I want to keep my preferences, plugins, etc...)

    And did it happen for the same reason - that you uninstalled outside the CC desktop app? If so, don't do that again.

     

    To clean up, I would assume signing out of the CC app and signing back in, should resolve it. That forces a fresh rescan of all your installed applications.

      Just talked to support and got it working.

       

      My problem was that my Adobe Creative Cloud application wanted to uninstall Photoshop. It gave me the following message:

      This happened when I started my PC as well as when I exited fullscreen in any application, for example Youtube. If I reinstalled it it would later give me the exact same message. Creative Clouds could be fully closed and it would still open up and give me the message. It happened after I removed applications (such as Lightroom, Premiere Rush etc.) in the Creative Clouds that I did not use. I removed every application through Creative Clouds.

       

       

      Fix

      The fix was basically just uninstalling everything with the name "Adobe" on my computer, then installing Creative Clouds again. While talking to support, I did it in this way:

       

      1. I uninstalled all the programs in the Adobe Creative Cloud application (such as Photoshop, Premiere etc). Then the Adobe Creative Cloud Application itself.  

       

      2. I uninstalled all Adobe applications via the cleaner tool to be sure. https://swupmf.adobe.com/webfeed/CleanerTool/win/AdobeCreativeCloudCleanerTool.exe

      Then I rechecked and removed possible Adobe folders at the following locations.

      • C:\Program Files\Adobe
      • C:\Program Files\Common Files\Adobe
      • C:\Program Files (x86)\Adobe
      • C:\Program Files (x86)\Common Files\Adobe
      • C:\ProgramData\Adobe
      • C:\Users<user_name>\AppData\Roaming\Adobe
      • C:\Users<user_name>\AppData\Local\Adobe
      • C:\Users<user_name>\AppData\LocalLow\Adobe

       

      To be extra sure everything was removed I had my PC search for "Adobe" in the File Explorer with the intent of deleting anything that showed up. 

       

      3. When every Adobe folder and application was removed I restarted my PC and installed the Creative Clouds Application from Adobe.com. https://creativecloud.adobe.com/apps/download/creative-cloud?locale=en 

       

      4. When Creative Clouds was installed I installed Photoshop and it all seems to be working perfectly as of now.

       

       

      I'm writing this to help others that may face this exact problem in the future. I tried to find a solution before contacting support but I didn't find one. Given that this has been a problem since at least 2019 (a post on reddit with the same problem was posted in 2019) I would imagine that it very likely will be a problem for some time in the future.
