Creative Cloud Photoshop will no longer open

Cloud Photoshop has suddenly stopped working on my computer as of Friday, Dec. 11. I had used it  regularly up until earlier last week with no problem.

 

The error message I get is "program can't start because api-ms-win-core-libraryloader-l1-2-0.dll is missing from your computer. Try reinstalling the program to fix this problem."

 
I did try uninstalling and reinstalling, and restarting my computer, none of that fixed the problem. I did a search for that file on my computer but couldn't find it.
 
There is an update to Photoshop available through Adobe Cloud, but it's only available to Windows 10 users and I'm on Windows 7. In a somewhat similar post about regular Photoshop, a community user determined it was a conflict with Camera Raw. There seems to be no way to uninstall Camera Raw or revert to a prior version on Cloud.
