Crop Tool Not Saving Preset

I need to crop an image to a certain ratio.

I saved the preset, but whenever I try to use it, it's available, but it in the landscape position; I need it in portrait.

It is available if I click the option to switch between them, but can it be saved without me doing this?

Why is the default the landscape orientation?
