cropping or marque tool causes image to race out of the window.

PS 26.4.1, MAC Sequoia 15.1.1

I feel like I'm going crazy, and I don't think this used to happen. But lately when I try and select an area for cropping, if I go to the edge of the image, the image races away out of the image window and I'm left looking at a bunch of grey space (the color I selected for the image window background). 

How can I stop this from happening?
