Ctrl+Z and Ctrl+D stop responding while menu commands still work (27.11, Windows 11)

Ctrl+Z (Undo) and Ctrl+D (Deselect) stop working from the keyboard. Edit > Undo still works. Keys are also dropped intermittently. I have run into unreliable behavior like this in Photoshop for about two years with no answer, and it is becoming more than infuriating. I don't know the cause yet. Please tell me what logs or diagnostics you need.

 

Setup: Photoshop 27.11.0, Windows 11, XP-Pen Artist Pro 22 (Gen 2), driver 4.0.21.

    Problem: Pressing Ctrl+D does not deselect the active selection in Photoshop. The selection stays active until I use Select > Deselect from the menu, which works.

     

    Expected: Ctrl+D deselects.

     

    Setup: Photoshop 27.11.0, Windows 11, XP-Pen Artist Pro 22 (Gen 2) with its shortcut remote, driver 4.0.21. I do not know the cause. Please tell me which logs or diagnostics you need.

    Problem: Pressing Ctrl+Z does nothing in Photoshop. Choosing Edit > Undo with the mouse works every time, so the command itself is fine and only the keyboard shortcut stops responding.

     

    Expected: Ctrl+Z undoes the last step.
