Cursor gets stuck on transform handle in Photoshop

This bug has been happening on windows since 2021. Reported by huge numbers of people, still happening. Can we get a fix for this? How can this still be happening two years later?

LOCKED and reported as fixed with people in the same thread complaining about how it hasn't been fixed at all. And it hasn't - still happening on latest install + beta as of December 2023. Please fix this, it is a huge workflow interruption every time it happens and absolutely depressing that it hasn't been resolved in over two years.

Most recently it is now also affecting the box select tool, which is a progression to this bug becoming worse and more intrusive that was not happening in older versions.

This is not a hardware issue btw. This is a software issue reported over and over and never resolved.
